Short descriptionProvide Idaho’s subbasin planning data and Comprehensive Wildlife Conservation Strategy data over the web. It will provide fish, wildlife, rare plant and habitat data and information in a variety of formats through a database driven, interactive website.
Information transferThe information will be available over the Internet. The information could be used by anyone or any entity as a source of information to develop programs or projects to conserve fish, wildlife, at-risk plants, and their habitats or as a tool in assessing species that may be affected by development and/or conservation projects. The Web site will be particularly useful in developing multi-species and multi-habitat based programs, both of which are primary goals of the Council’s Fish and Wildlife Program and Idaho’s Comprehensive Wildlife Conservation Strategy (CWCS). Idaho’s Comprehensive Wildlife Conservation Strategy (CWCS) is habitat based. It identifies fish and wildlife species with the greatest conservation need (ESA listed and at-risk species) and the habitats used by these species. The CWCS also identifies threats to species and habitats and suggests conservation actions to address those threats. The subbasin planning data for Idaho contains data sets and GIS layers with information on a broad range of fish and wildlife species and habitats. The interactive Web site will allow the user to identify species and habitats that are present in a project area or subbasin, the threats to those species and habitats, and conservation actions that could be implemented. The interactive nature of the website will allow the user to organize this information in a variety of ways to best suit their needs including predictive range maps, habitat maps, subbasin summaries, and point locations.

Idaho’s species with greatest conservation need include the following taxa (number of species): lampreys (1), ray-finned fishes (26), amphibians (6), reptiles (5), birds (54), mammals (33), bivalves (3), gastropods (49), arachnids (3), insects (48), and crustaceans (1).

Other: State Wildlife Grant(SWG) T-2-2 CDC Planning (Comprehensive Wildlife Conservation Strategy) State Wildlife Grant (SWG) is a federal grant program administered by the US Fish and Wildlife Service focused on species with the greatest conservation need, that is, ESA listed and at-risk fish and wildlife species. State nongame funds were used to match the SWG funds. These funds were used to develop the Idaho Comprehensive Wildlife Conservation Strategy (CWCS). The project was completed over a two year period at a cost of approximately $200,000. The proposed project will make the data and an interactive version of the CWCS available over the Internet.

ISRP PRELIMINARY REVIEW (Jun 2, 2006)

Recommendation: Fundable

NPCC comments: The ISRP judged this proposal to be fundable, but of low priority. The ISRP found nothing wrong with the basic idea developed in the proposal, but did not find a significant improvement in information or information transfer for the purposes described. The project apparently would mostly make an existing document available over the web, not provide new information. The proposal adequately presents a plan to put the CWCS system on the internet, but does not provide details about how this database could be used to support, enhance, or implement the Council’s Wildlife Program activities in the subbasins. For instance, the CWCS database seems focused on mapping of cover types and potential distribution of selected species, without any sampling of numbers of species at these sites. The assumption seems to be that change in distribution will be an adequate way to measure progress towards objectives, but this assumption is not supported with technical and scientific background in the proposal. Perhaps the project is envisioned as providing more than is clearly articulated in the proposal, but, as presented, the proposed electronic database does not significantly advance information quality, availability, or application to meet the goals of the Wildlife Program.
