Comment:

This proposal may be premature to the regional effort to establish a data management system. Such a site should provide valuable information sharing to the various parties in the Columbia River Basin. The method does not necessarily satisfy the criteria for an innovative project in that the sponsor would investigate the design of a distributed database based on Microsoft's Terra Server. However, it is apparently a new application of the server to develop an integrated information system for biological data in the Pacific Northwest. It is not clear that this proposal is what is needed at this time. The ISRP recommends that the Council consider the issues in data archiving and distribution needs, and then issue a targeted request for proposals in this area. Specific Questions and Concerns: ? Who would maintain the site upon completion of the project? Where would it be housed in the future? ? What would it cost to maintain the site? ? The author implies that there is no limit to the amount of data that the Northwest Habitat Institute is willing to host. Is this true? ? There is no assurance that agencies will be cooperative in working out data retrieval standards and query mechanisms to get the various web servers to communicate. ? There is good evidence of cooperation by Microsoft Corporation and the sponsor can probably do the proposed work. They do have good models to follow based on work done by the Conservation Management Institute's Fish and Wildlife Information Exchange. ? Availability of meta-data will continue to be a problem for many data sources.
