Comment:

Criteria 1: Technical Criteria - Yes: This is primarily a watershed proposal and should have been reviewed as such. The criteria used are insufficient to fully evaluate watershed proposals.

Criteria 2: Objectives Criteria - Incomplete: The objectives are to rebuild and restore. The proposal includes no monitoring of events before/after to evaluate the effectiveness of the restoration efforts.

Criteria 4: Resources Criteria - Incomplete: Not able to discern from the proposal. Assume appropriate personnel are included in costs.

Comment:

Did not respond adequately to technical criteria. Proposal was either incomplete but did not provide adequate information to determine whether technical criteria were met, or was complete but did not meet technical criteria.

In-lieu funding issue. Proposed tasks appear to be "in lieu of other expenditures authorized or required from other entities under other agreements or provisions of law". (Section 4.(h)(10)(A) of PNW Power Act).

Comment:

This proposal is incomplete. Several sections are not filled out. It did not take into account recent literature on fire ecology. It also needs a fisheries context and needs to be linked to the Fish and Wildlife Program. The proposal does not describe likely outcomes of work.
