Reviews and recommendations

This information was not provided on the original proposals, but was generated during the review process.

Comment:

Recommendation: NA - Umbrella Proposal

Comments: This umbrella proposal gave an informative overview of the problems but did not provide significant description of what the individual projects were going to accomplish. What is the role of BPA funding? Is it to cover the basic operation of State agencies? What is basic agency funding? BPA should set up guidelines for funding agencies and identify those things that constitute base funding.
