Schedule Constraints: Sampling programs are dependent upon the timing of the various fisheries. As such, any management adjustments in the fisheries (i.e. early closures or extended seasons) may neccessitate changes to sampling schedules.
This information was not provided on the original proposals, but was generated during the review process.
Comments:
This project consists of a highly diversified set of objectives that are essential to the application of the CWT program and assessment in the Columbia River basin. The proposal describes the extent and nature of PSMFC activities and provides an impressive list and accounting of other sources of income for CWT recovery ($3.9 x 10^6 listed). Given the huge numbers of CWTs that are released from Columbia River hatcheries, it certainly seems appropriate that BPA makes a large contribution to the recovery and database management process. BPA supports just less than one-half of the cost of these programs. This is a reasonable investment for quantitative assessments and a basis for coast-wide management of these stocks. It is not possible to comment on the proposed costs without more detailed information of the CWT requirements and specific costs for applying and recovering them. Much of the material presented in this proposal could have been presented in the umbrella proposal (e.g., material at p. 498).
