Short description
Mann Lake Headgate, operating since the early 1900's, diverts water from three tributaries of Sweetwater Creek to the Lewiston Orchards Irrigation District (LOID) and provides water to the "Orchards" section, City of Lewiston. Stream habitat above this site receives continuous flow from a spring and several tributaries carrying irrigation water from Soldiers Meadow Reservoir in the Waha Mountains southeast of Lewiston, Idaho. Adult "A" steelhead cannot ascend the face of the low head diversion dam except under high flows that offer limited access over a 12-15 foot lift . Summer diversion often captures all flow above the dam, terminating juvenile downstream migration in Mann Lake.

Section 2. Narrative
Related projects
Maintenance of "A" steelhead runs to upper Sweetwater Creek.Lewiston Orchards Irrigation District water diversion.
Project history
Biological results achieved
Annual reports and technical papers
Management implications
Habitat improvement to allow passage of juveniles and adults.
Specific measureable objectives
Increased steelhead runs through Lapwai Creek and Sweetwater Creek. Prevent extinction of Sweetwater Creek "A" steelhead run.
Testable hypothesis
Adult passage and juvenile passage will improve run size in Lapwai and Sweetwater Creek drainages.
Underlying assumptions or critical constraints
Lewiston Orchards Irrigation District will allow installation of juvenile screen and adult pass in conjunction with their low head irrigation diversion dam.
Methods
To be determined
Brief schedule of activities
1996: Coordination with LOID, IDFG, NPT. Planning and predesign and complete report.1997: Construction of adult passage and installation of juvenile screen and diversion.
Biological need
Provide access to spawning grounds and rearing habitat; prevent juvenile loss in irrigation diversion.
Critical uncertainties
Interagency cooperation.
Summary of expected outcome
Increased "A" steelhead runs into Lapwai and Sweetwater creeks.Elimination of juveniles being diverted into Mann's Lake.
Dependencies/opportunities for cooperation
Cooperative project between LOID, NPT, IDFG.Potential to cost share with LOID.
Risks
Natural calamities, weather conditions, soil conditions beyond control of project.
Monitoring activity
Monitor and maintain adult passage and juvenile screen.Adult and juvenile monitoring by NPT Idaho Salmon Supplementation studies.
Section 3. Budget
Data shown are the total of expense and capital obligations by fiscal year. Obligations for any given year may not equal actual expenditures or accruals within the year, due to carryover, pre-funding, capitalization and difference between operating year and BPA fiscal year.Historic costs | FY 1996 budget data* | Current and future funding needs |
(none) | New project - no FY96 data available | 1997: 30,000 |
