NMFS Action 154 NMFS BPA shall work with the NWPPC to ensure development and updating of subbasin assessments and plans; match state and local funding for coordinated development of watershed assessments and plans; and help fund technical support for subbasin and watershed plan implementation from 2001 to 2006. Planning for priority subbasins should be completed by the 2003 check-in. The action agencies will work with other Federal agencies to ensure that subbasin and watershed assessments and plans are coordinated across non-Federal and Federal land ownerships and programs.

Comment:

Fundable if adequate responses are given to ISRP concerns. The proponents provide a strong case for their integration with other habitat managers and agencies and show a strong awareness of the need for habitat related databases in Regional projects and programs (sections 9c and 9d). However, there is no evidence of other agencies/tribes in western Washington supporting or participating in the creation of this database. Will other groups and projects benefit from its availability so that costs to other projects are offset? Support for the proposal would be substantially improved if other groups in the Columbia Plateau region provided written support for this activity. The panel would like to see an independent evaluation of what they did on the westside. This evaluation should be related to how this system would aid in identifying and guiding management actions for salmonid issues. There appears to be a good capability for information transfer but how would this be used in the Columbia Basin? Also, how would this project relate to the GIS work already in place in the basin? If many programs are generating habitat data but all at different spatial scales and methods, etc., then there is a serious need to standardize these activities to avoid these additional costs. How pervasive is this problem?

Fundable. The response addressed the major issues raised by the ISRP in an effective manner. The purpose of this project is to assemble, assimilate, and expand upon existing data sets. A comprehensive habitat information base across the Province will be provided. The proponents provide a strong case for their integration with other habitat managers and agencies and show a strong awareness of the need for habitat related databases in regional projects and programs. The response provided evidence that other groups in the Columbia Plateau support and will use results from this activity. The result of an independent evaluation of similar efforts in western Washington was provided in the response. The evaluation was very positive.

SSHIAP is a statewide (WA) salmonid habitat data system. This would update and enhance some data layers that could be useful to subbasin and watershed assessments.
